Cause and Solution

Why do I need an MPU?

An MPU (Medizinisch-Psychologische Untersuchung) is a mandatory psychological-medical assessment ordered by the German driving license authority. It is required when a driver has committed serious and/or repeated traffic violations. There can be several reasons, also in combination:

Alcohol
  • A single drunk driving incident with a very high blood alcohol concentration (BAC), regardless of whether by car, bicycle or e-scooter
  • Repeated alcohol-related driving offenses, even with lower levels
  • Alcohol-related incidents without driving that raise doubts about driving fitness

Important thresholds (German law):

  • From 0.01‰ for novice drivers, persons under 21, passenger transport and hazardous goods transport
  • From 0.3‰ with impairment → criminal offense
  • From 0.5‰ → administrative offense if driving appears normal
  • From 1.1‰ → absolute driving incapacity (always a criminal offense)
  • From 1.6‰ → MPU mandatory
Drugs

Cannabis

Exceeding the threshold of 3.5 ng/ml THC in blood serum → MPU possible, even after a single incident

Hard drugs (cocaine, amphetamines, heroin, etc.)

A single use, but also possession, import and dealing of hard drugs → immediate MPU, license revocation virtually certain

Medications with addictive potential

In cases of misuse, dependency or impairment (e.g. benzodiazepines, strong painkillers) → MPU possible

Traffic violations

Points in Flensburg (FAER)

At 8 points = license revocation for 6 months → MPU mandatory

Repeated or particularly serious traffic offenses

  • Repeated aggressive or reckless behavior (e.g. tailgating, extreme speeding, dangerous overtaking and street racing)
  • Hit and run (leaving the scene of an accident)
  • Endangering road traffic (§ 315 ff. StGB)
  • Coercion (§ 240 StGB, e.g. aggressive tailgating or brake-checking)
  • Driving without a valid license

Criminal offenses related to driving fitness

  • Assault, threats or violence in traffic
  • Criminal offenses outside of traffic, if doubts about character suitability exist (e.g. elevated aggression potential and/or serious violent offenses)

Solution

How do I pass the MPU?

Honesty about past behavior and the willingness to change are the keys to success. It is about clearly acknowledging your own misconduct and confronting your past. Gaining the insight to change your behavior and being able to demonstrate that change.

The motivation for change should not only come from wanting your license back, but from genuine reflection – with the goal of permanently changing your behavior.

Once you have gone through this process, nothing stands in the way of a positive MPU outcome.

Important: If someone believes they should not disclose everything and downplays what happened, it very often leads to a negative report. Only with honesty can you reliably pass the MPU!

The examiners at the assessment centers are well aware of the significance of unreported cases. Therefore, statements such as…

  • “I put my own interests above those of other road users – that was normal for me.”
  • “I drove without a license more often than I told the police.”
  • “I drove drunk very often and had completely lost control of that.”

…do not lead to a negative, but to a positive assessment.
